This data set contains the Federal Outer Continental Shelf (OCS) Administrative Boundaries Extending from the Submerged Lands Act Boundary seaward to the Limit of the United States Outer Continental Shelf (The U.S. 200 nautical mile limit, or other marine boundary), in ESRI shapefile format, for the MMS Atlantic Region. These shapefiles have been densified to approximately 1 nautical mile, so that when projected to something other than geographic, the lines will retain the proper shape.
<purpose>These boundaries will provide the basis for more accurate delineation of OCS planning areas; assist in determining affected state status under the Coastal Zone Management Act and OCS Lands Act; and assist in the section 18 comparative analysis to determine an equitable sharing of developmental benefits and environmental risks among regions. For further information please see the Federal Register Notice from January 3, 2006. See http://edocket.access.gpo.gov/2006/pdf/05-24659.pdf</purpose>
<supplinf>The MMS is making its existing cadastre data available at http://www.mms.gov/offshore/mapping/. These data include Official Protraction Diagrams (OPDs), and Supplemental Official OCS Block Diagrams (SOBDs) in pdf format, and digital spatial data in ArcGIS shapefile format. </supplinf>

<procdesc>The National Baseline points were obtained from NOAA via MOU. Although the National Baseline is unpublished, the marine boundaries and information which describe NOAA's National Baseline processes are available from
www.ccjdc.org/events/workshops/shows/Tidal_Datum_Web/Monterey/westington.pps and http://www.nauticalcharts.noaa.gov/csdl/mbound.htm. The National Baseline file was reformatted as required for input into the CARIS Limits and Boundaries Program. In some areas, additional baseline points landward of selected Bay, Harbor, or River Closing Lines, were digitized as needed and added to the baseline in CARIS. Equidistant lines were then projected by CARIS using the EQUIDISTANT LINE tool, and densified with the LINE TO GEODESIC tool.</procdesc>

<procdesc>Text files (geographic coordinates) were output from CARIS for the geodesic lines, which contained both the densified points and the original turning points. Shape files were created from these text files. Those shapefiles were projected to UTM and intersected (on a UTM plane) with a shapefile for the Submerged Lands Act boundary (3 mile line) in Arc GIS. Those UTM intersection points were determined, and projected back to geographic. Those intersection points were then edited into the geographic text files, and any landward points were deleted. The text files were then generated into a coverage and converted to a shapefile.</procdesc>
